WWVA Announcer -- early 1960's Morning Mayor

Would anyone know the name of the morning announcer around 1963 - 64 on WWVA? He would have been on around 6AM - 9AM on weekdays and called himself The Morning Mayor. He was very funny and put a lot of effort into using prerecorded answers and responses to his questions and chatter. This was when WWVA was playing pop music and Middle of the Road stuff during the daytime in Wheeling. Just curious if anyone knows anymore about him. Thanks!
