Let's try "PPM Ratings 101."
1. All stations are rated, provided they install an encoder.
2. If the station is home to the metro, the encoder is loaned free by Arbitron.
3. Stations outside the metro which may believe that they have metro audience may rent an encoder for a minimal fee.
4. All stations which are encoded and which show a minimal amount of listening (see the Arbitron website for the MRS criteria) are included in Arbitron market reports.
5. Although all stations that are encoded are included in the ratings reports if they have even minimal ratings, for a station to have the right to use the ratings for sales and management purposes, they must be a paid subscriber.
6. Stations that wish to use the data for sales, etc., can contract for a subscription.
7. Whether subscribed or not, the ratings numbers are the same, as long as the station encodes.
8. A few stations don't encode; they tend to be very small stations in the NY market.
9. Your knowlege of how radio stations work is so minimal, it may be a negative number.
