Petition To Deny By APPLICANT?

There's a petition to deny the application by WGBH-owned WCAI to make changes in its signal; the petitioner to deny? WGBH itself! There's HAS to be a story here!
 
Solution to the puzzle: today's (Wednesday, 09/28) FCC Applications list ran a correction, saying that the Petition to Deny WAS NOT by the applicant, but by Cape Cod Regional Technical High School, licensee of of WCCT-FM.

They were probably strongly encouraged to do so by WBUR, which simulcasts on WCCT part of the time.
