KQED News members and the stringers from Center for Investigative reporting and Propublica. I would take them first since people want investigative stories.
Wouldn't the answer be, "it depends." Recto's response might be correct if the new station was yet another NPR affiliate, or even a commercial All News station, but not for a music station, obviously.
If I were starting up a hip-hop station, I'd probably look up Chuy Gomez to pick up listeners who may be missing Chuy since he left KMEL. For a Classic Hits station, I'd probably look for old Top 40 jocks from the period. But in the current market, the big radio corporations are more concerned with the bottom line, so if any of the old well-known jocks cost them more than non-name voice-trackers from some other cities, they will default to the cheaper alternative.
For example, on our current Classic Hits station, "The Bay's 103.7" - nobody but Celeste Perry and Don Bleu are jocks anybody in the Bay Area would recognize. And I suspect Clear Channel moved Bleu from Star 101.3 to 103.7 because, at age 65 or whatever, he was a little long in the tooth for a station playing current hits.
