OTA TV in 2015

I wonder is the VHF Lo Stations on UHF will go back to there old Analog Channel in 2015

Or might just go to an open UHF Channel

KTVU (RF44) Ch 2
KCRA (RF35) Ch 3
KRON (RF38) Ch 4

How many Channels is the FCC taken away?

I know 37 is off limits..
 
It's pretty certain that the stations will not go back to their old low band VHF channels. Digital TV doesn't perform well on those low frequencies.
 
Dude, How do you know what's going to happen, Are you working inside of the FCC?

If the VHF Low band won't be used in 2015, Then open up ch 5\6 for FM

Much more likely. The idea is that the government is paying to move the UHF band around so as to fit more broadcasters into less space there, while taking volunteers to move to VHF (not terribly likely) but the law specifically says stations cannot be required to move from UHF to VHF (or from high-VHF to low-VHF).
