Mysterious Station On at 87.7 FM

A station is booming in here in the Decatur/Tucker area at 87.7. It's playing Hispanic music and running commercials (one of which was for Sandy Springs Toyota). The ID mentions something about a TV channel at 26.2.

Anyone have an idea what this is?
 
Its called a Franken FM...a Low Power analog TV6 station acting as a FM station...but NOT within the rules...the FCC dont bother with them as Sept 1 2015 will make them go away totally....WTBS-LP in Atlanta or WDDA-LP in Dalton are the two in GA..

I guess that's what one would expect on an illegal station -- Spanish language programming for illegal aliens.

For years before TV got the DT's, our local Channel 6 advertised the ability to listen to their drive-time newscasts on your car radio, and charged premium ad rates for their "phantom" radio service. (PS: The "illegal aliens" crack --I can't call anything so stupid a "wise" crack-- you cons are all so predictable...)

But we all know Obummer will make all those illegals legal by executive order before he leaves office. Probably after he releases all the felons from the prisons.
All those Ch 2 thru 6 frequencies are to be sold off. There is an Hispanic LPTV operating on Ch4. Receivable in the Chambodia area of Buford Hwy.
NOW what I observed with this FM is that they appear to be operating it with FM deviation of + and - 75 KHz. IF it was a TV it would be + and - 25 KHz. The effect would be lower volume when received on an FM receiver.
SO they are operating FM Broadcast deviation on TV channel sound.

IMNSHO channels 2-6 should be removed from the analog/digital TV bandplan, and also IMNSHO channels 5 and 6 should be used to extend the FM band down to 78MHz, increasing the size of the band 50%. Maybe make it digital-only.

Are the problems with DTV on these stations also present if they were to be used for digital FM audio?

NO plans to delete TV RF 2-6......with the repacking planned (with channels 36-51 going away so stations there have to move (again)) some of them may move BACK to lowband....

So, why would Sandy Springs Toyota buy air time on an "iffy" station that's on the air due to some creative interpretations of the rules, that has no track record to speak of, no ratings at all, and really nothing going for it? All the self-proclaimed "experts" in here keep chanting the same mantra, that only getting high ratings in the best demographic segments translates to selling spots. So how the hell did this station sell anything?

Then why don't all businesses buy commercials on all radio stations, regardless of ratings or demos? Does Sandy Springs Toyota buy spots on all stations, even shaky ones like this? Or do they pick and choose which stations make sense to buy? And if they pick and choose which ones make sense to buy, why did they choose this one?

So, does that mean you'll never chime in and defend the practice of testing and slavish addiction to the ratings as a plausible method that advertisers can use to help make a better guess about which advertising venues are the best choice? When issues of ratings and demographics come up (as they always do), will you just keep silent about them?

And for a brand new station, with absolutely no track record, they know that this band new Spanish language station will make their cash registers ring? Just how do they know this? Is this another case of reading the entrails of a chicken?

That's the point. Everyone here is overlooking that the "phantom" radio station is just the by-product of a TV signal. If an advertiser is new to the station, then drops out, I'd chalk it up to the station having a hot-shot salesman to bring clients in, but not delivering results. But if they're on the station on a longterm basis, then obviously they are getting the results they want.

(No ethnic snark about "illegal" signals, and no chickens harmed in the creation of this post.)
