What area is 104.3 signal supposed to serve? It does not hit Fresno. Real weak, even in west-central Fresno. According to this map, the signal would best serve Biola. But, I don't believe the market in Biola would listen to this type of music, if you know what I mean.

This is the only way Gary Cocola could get a radio station. Gary has been trying to get into the radio ownership side for the last 25 years but has always come up a bit short on the money side. Maybe a partnership with Vern White is in the future for Gary Cocola.

Obviously, nothing more than a personal opinion which has no factual basis for foundation. In fact, he's showing a distinct lack of knowledge about LPFM and the FCC process for same.
LPFMs have to be owned by non-profit organizations. Not full-power broadcasters, not individuals, actual organizations incorporated as non-profits. This is the law.
LPFMs are not eligible to apply for full-power FM allocations under any circumstances. They are required to apply for, and operate on, vacant frequencies that are at least two channels removed from full-power allocations. If a full-power frequency was to "open up" -- either by a station going silent or an addition to the allocations table -- it would go into the auction process, not opened to LPFM "flips".
ExKynoJox needs to find a good consulting engineer and have this explained to him ... or at least talk with Michi Bradley at REC Networks.
There's nothing that prohibits a LP from divesting in their frequency and moving to full power if they've the dollars and can navigate the usual process. There are examples - WOOL-LP for one.
Zoom, KLOI-LP is not Cocola's station. He does run it on one of his TV sub-channels- but it's not HIS station.
