Yes, that's my account.
The tape starts with two episodes of Strange Luck (the WFXR one), then cuts to the afternoon shows, starting with Batman the Animated Series (4PM ET). After that was Goosebumps, Step by Step, Funniest Home Videos, Simpsons, Mama's Family and Star Trek: The Next Generation, followed by that night's Fox shows (I believe it was a double-run of the X-Files).
That 2/15/99 tape (from KDAF) begins about 1/3 of the way through Boy Meets World, through all of the sitcoms, WB shows, the newscast, and then more sitcoms, Change of Heart and Love Connection, ending around 10 min into Forgive or Forget. It is a COMPLETE 5P-1A aircheck from that day...and very rare footage. Someone just left the tape running on one certain station until the tape ran out!

I've seen people do that with some of the tapes I've acquired secondhand throughout the last few years. One tape I have is an 8PM-2AM aircheck of WOKR (now WHAM) in Rochester on July 5-6, 2000. Starts with most of an ABC movie presentation of Con Air, then continues with an episode of Whose Line Is It Anyway, News Source 13 at 11:00, Nightline, Politically Incorrect with Bill Maher, two infomercials, and half of an episode of The Roseanne Show.

I also have a tape that's a 10PM-4AM aircheck of WCPO in Cincinnati on May 25-26, 2005. Has an episode of Alias, 9 News at 11, Nightline, Jimmy Kimmel Live, Inside Edition, an episode of Oprah (rerun from earlier that day), and 90 minutes of ABC World News Now.

The WOKR lineup seems about right. The WCPO lineup, however, is not. I'm not sure what was on at 8PM on 5/25/2005, but the season finale of Lost was on at 9PM that night (WWTBAM had moved entirely to syndication by that point). And Alias would have been on at 10PM. Speaking of Lost, that night's Jimmy Kimmel Live featured J.J. Abrams and the cast of that show as guests in commemoration of the finale of season one.

As far as WOKR, World News Now likely would have followed The Roseanne Show at 2:35 AM.
