EMF history in Portland

Does anyone know what happened with EMF in Portland? Originally, K-Love was on 107.5 but they unloaded that, then were on 1040 am for a bit, next popping up on 88.7 until 97.9 came available. First off, any idea why 107.5 was sold off in the first place? Also, in the Wikipedia article for KPFR, it said that that station was sold by EMF to Family Stations as part of an elaborate settlement involving stations in 3 states, but I can find no other information about what happened. Can anyone fill in the gaps?
 
A copy of the agreement is available on FCC.gov. Basically Family agreed to cancel certain broadcast station applications that were mutually exclusive with applications filed by EMF, and EMF transferred KPFR and $30,000 as payment for Family's efforts.

I believe that when 107.5 was K-Love, it was still a Class A, located near Banks, its community of license and did not really reach Portland's east side. For the record, it is now a C0.
