Misconception regarding skirting US streaming royalty fees

Why is it every time I turn around there's another person claiming you can skirt all US streaming royalties by moving your stream server outside the US? That is not how it works as it is based on where the listener is located. You must either pay the royalty fees to have US listeners, or you must block all US listeners.

Maybe it's based on the feeling that offshore streamers will be out of reach of US-based corporate and/or legal entities, kind of like the ongoing game between sports video streamers and Europe's soccer leagues, which have never come close to shutting them all down. The servers just move from Sweden to Belarus to Moldova to the Faeroe Islands to ...
 
Because you can. There are a number of countries that have weak-no copyright enforcement or super low rates and they don't care about the location of the listener. It is illegal to stream to US listeners but that doesn't stop people from doing it. Piracy still runs rampant.
