Fox Sports Arizona Plus

I noticed the other day, as well as today, that FSAZ+ is carrying San Diego Padres games (from FSSD).

Not that I am complaining (Dick Enberg is one of the announcers), but how is FSAZ permitted to carry it
(on FSAZ+), since PHX is the AZ D'backs home market?

Would they also be allowed to carry the Dodgers, in addition to, or instead of, the Padres? I know that
L.A. is/was imbroiled in a carriage dispute with its cable system (not sure if its Comcrap or Time Warner),
and that its cable coverage is somewhat lacking in SoCal.

Believe it or not, MLB considers all of the 853 ZIP code block (western Phoenix suburbs and SW Arizona) to be Padres territory, as well as that of the Diamondbacks. Because of this, MLB.TV and Extra Innings cannot air Padres games anywhere there is an 853xx ZIP code, including Glendale, Buckeye, Peoria, Carefree, and even Wikieup.

Yuma is the main reason for this, but MLB sets its blackout rules by the first three digits of the ZIP code. That's probably why FSAZ+ is allowed to air Padres games. I haven't seen any, but my ZIP code starts with 852. Maybe those games are blacked out in the city and East Valley, other than via Extra Innings/MLB.TV.
 
I didn't believe it until I checked myself. Sure as hell, 85301 (downtown Glendale) is considered Padre and D-Back territory. Luckily my MLB.TV account is based in 850xx so the only team blacked out is the D-Backs. But I can still get around that with a Chrome plugin.
As for the Dodgers TV contract, they entered a deal with Time Warner Cable for their own channel (Sports Net LA), much like the Lakers did with TWC. Because TWC wants a King's ransom for the Dodger games, most Southland cable companies like Cox, Charter, at&t, DirecTV and Dish Network aren't carrying the channel.
