New Spanish(?) Pirate (LPFM?) On 98.1?

Iʼm not sure if it is a pirate or LPFM, but last week I noted a new Spanish (I believe)—possibly religious?—station bouncing around with New Bedfordʼs WCTK on 98.1, up here on the North Shore.
I canʼt seem to snag it at South Station, so I donʼt think it is a Dorchester pirate (maybe somewhere up in the Merrimack Valley?).
Then, this morning around 9:45, I caught an in and out ID (male with no Spanish accent) that sounded something like “this is (or “youʼre listening to..”?) WU.., Concord”. That would seem to be too close to WCTK to be Concord MA (legally, anyway, even for an LPFM) and Concord NH is too far away for anything less than a class A to be heard on the North Shore (and this is too strong to be a class A at that distance!).
Anyone else hear them yet? Raccoon?
 
I noticed this station a week or two ago but assumed it was a pirate because I thought the FCC wasn't giving out LPFM licenses right now....

Anyways I live about 5 minutes north of Lowell and have been able to get a strong signal from them in the greater Lowell area. Their construction permit says that the power is a mere 6 watts but they've definitely been running way more than 6 watts unless they have an amazing tower location, but even then 6 watts from Lawrence would not reach the Lowell area with building penetration like it has been.

I tried listening from 10 before until 10 after the 11 AM hour today. Pop religious music in Spanish (lots of "dios" and "cielo" references), but no ID, legal or otherwise.

Radio Catolica en Espanol WGUA-LP servicng Lawrence is on the air testing with mostly (religious) music. They are planning a grand opening / open house in a couple of weeks.

They are broadcasting from the 99.5 Tower in W. Andover (not a bad site for a LPFM). Most of the programming will originate from EWTN's Spanish feed. Not a bad signal for a LPFM.
 
Not a bad signal for 6 watts (if radio-locator is correct).

In fact, I am very impressed by the coverage of some of the new translators that have come on in the last couple of years. I routinely receive WPKZ's translator on 105.3 in Andover (35 miles from its location in Fitchburg).
