In very Hispanic San Antonio, there are only three channels in Spanish... Univision, Telemundo and Galavision. Maybe in 1991, there wasn't much else available in Spanish?

And notice some stations share a channel... I guess when the PBS station signed off for the night, you could watch The Travel Channel.

In Lynn, Mass., (Warner Amex) in the '80s, WSBE Providence, a PBS station, was replaced by WTBS at signoff. Used to look forward to watching the last few innings of Braves baseball during their western road trips at 11:30 p.m.
 
Also, remember too that channel-sharing on cable was more necessity due in part of some networks (like HSE and AMC above) only operating nights and weekends.

I remember in my area of Los Angeles, the cable provider (at the time, Continental Cablevision) had The Weather Channel and Bravo (in its classical arts days) share a channel, and AMC, if I remember correctly also shared a channel with either a local station or FNN.
