Can a translator "superserve" an Atlanta bedroom community

In the same way that WFOM was a Marietta station in the 70s/80s or the old WPLO 610 was effectively a Gwinnett radio station (and a $50,000/month biller) in the early 90s.....could WPDC 1310 (with a very limited translator - and yes, there is still room) superserve Decatur/Little 5/ East Atlanta? I think yes...

Cox is kinda sorta doing that with 97.7, The Other Side Of The River, which is the home of the Gwinnett, I mean Atlanta Gladiators and the Gwinnett Braves. I'm surprised that Cox hasn't tried to put high school ball on there. Of course, I think what Cox is REALLY trying to do with sports coverage on TOSOTR (and UGA coverage on every Cox North Georgia cluster station) is flip the bird at WDUN.

TOSOTR is supposed to be moving to 92.5 with a much better 250W signal from the Discover Mills area, instead of that highly directional 75W signal from the River/WSBB tower.
 
back to the original gist of the thread. Could a translator "super-serve" a bedroom community? And how many "independent / local" merchants are there that do not use advertising agencies? IMHO If your neighborhoods have national multi location in Atlanta auto dealer operators or large strip centers full of big box stores forget it.
