Arizona TV Station Update - June 2016

As always, questions, additions, comments and corrections welcome.

Programming changes


  • KAET 8.x Phoenix (Arizona Board of Regents for ASU) has added channel 8.5 to its PSIP. Labeled KBAQ2, it is presumed that it will be a secondary stream of audio from KBAQ-FM 89.5 Phoenix.
  • KPAZ-TV 21.x (20) Phoenix (Trinity Broadcasting of Arizona) has replaced programming from The Church Channel with the Hillsong Channel, a new joint venture of TBN and Hillsong Church of Sydney, Australia. The same programming change has occurred in all other TBN-owned stations that carry the standard programming streams.
  • K18JL-D 25.x Phoenix (Mako Communications LLC) has replaced AFTV programming on channel 25.1 with yet another outlet of SBN, bringing the total number of SBN broadcasts in Phoenix to three, then replaced that with the OnTV4U infomercial channel, which also airs on channel 44.3. Ironically, the PSIP description for channel 25.1 now reads Good News TV, which is what has been replaced.
  • KLSV-LD 50.x Las Vegas (Biltmore Broadcasting Las Vegas, LLC) has begun broadcasting The Liquidation Channel on channel 50.4.


Transactions


  • Blackhawk Broadcasting LLC has consummated its pro forma transfer of control, giving a minority control of the stations to an insulated party, and establishing NBI Holdings, LLC, and Bryson Broadcast Holdings, LLC, as upstream entities of Blackhawk Broadcasting LLC.
  • The deal between Mako Communications and Landover Wireless for Landover to acquire Mako's stations, approved by the FCC in July 2013, seems to have fallen through. Mako has filed non-consummation notices for the following stations:
    • KTVP-LD 22.x Phoenix
    • K18JL-D 25.x Phoenix (formerly K25DM Phoenix)
    • KNBX-CD 31.x (14) Las Vegas NV
    • KEGS-LD 30.x (24) Las Vegas NV
    • KVPX-LD 28.x Las Vegas NV


Construction permits and STA requests granted


  • Live Sports Radio has been granted an STA to operate a low-power broadcast on channel 5 in Tucson from August 2016 through February 2017, presumably to provide in-stadium broadcast of University of Arizona Wildcat football.


DTV Table of Allotments


  • In response to a proposal by KPPX-TV 51.x Tolleson (America 51, LP) to switch from RF channel 51 to RF channel 31, the FCC has amended the DTV Table of Allotments to specify channel 31 at Tolleson AZ instead of channel 51. The order was released on June 28 and gave KPPX-TV five days to file a minor change application. Technical specifications: Ch: 31; TL: 33° 20' 3" N, 112° 3' 38" W; ERP: 645 kW non-directional; HAAT: 548 m.


Dismissed, canceled, expiring or expired


  • The FCC has canceled the construction permit for K41MR-D Flagstaff (Vna Vez Más Flagstaff License, LLC).
  • The FCC has canceled the licenses for the following unbuilt stations, none of which were actually licensed:
    • KAFL-LP 45 Flagstaff (Vna Vez Más Flagstaff License, LLC), first proposed in 2006 for channel 20, later moved to channel 45.
    • KPDT-LD 12 Prescott (Word of God Fellowship, Inc.), a proposed digital companion channel for KPDT-LP 41 Prescott, granted in 2007. The analog station was also never built, and its construction permit expired in 2008.
    • KKAX-LD 38 Hilltop (Tri-State Broadcasting, LLC), a proposed digital companion channel for KKAX-LP 36 Hilltop, granted in 2008. Tri-State has replaced the companion channel permit with a flash cut application.
    • KDTP-LD 9 Phoenix (Community Television Educators, Inc.), a proposed digital companion channel for KDTP-LP 58 Phoenix, granted in 2009. The analog channel license was canceled in March.
    • KDFQ-LD 59 Prescott (Northstar Prescott License II, LLC), a proposed digital companion channel for KDFQ-LP 47 Prescott, granted in 2007.
    • K33JY-D Flagstaff (Prism Broadcasting Network, Inc.), a proposed digital companion channel for K23HB Flagstaff, granted in 2007. The analog license remains active, and was even renewed in 2014, although the station has never been seen on the air.
    • K50LC-D Phoenix (Mako Communications, LLC), a proposed digital companion channel for K25DM, dismissed in 2009.

As Dave said, 10.2 is broadcast by KUTP on RF 26. Check the TOH ID, and you'll hear them announce as KUTP. A station can program its PSIP for whatever it wants, or at least what the FCC allows.

So when is RF10 going to either go to UHF or increase power on RF10 so their HD signal doesn't need an SD feed?

With KPPX moving from 51 to KSAZ's old spot on Channel 31, I would say the chances of KSAZ moving back to UHF are rather slim unless it and KUTP swap RF channel positions (PSIP would remain the same).

Looks like the owners of K38IZ don't know what to do with .4. The list above shows The Country Network, now the channel is showing a looped slide for Zuus Country again. Although I don't follow country music as much as I do. I found TCN to be a better station than Zuus.
 
I don't remember KSAZ ever being on 31. It seems they shot themselves in the foot by staying on VHF.

Prior to the analog shutoff in '09, KSAZ was on 31, KAET was on 29, and KPNX was on 36 (now used by KAZT). All three stations made a big mistake in moving back to VHF, IMHO.
 
KUTP, Rf 26, which carries KSAZ's programming in S.D. has 1000Kw versus
KSAZ's Rf 10 which has 48Kw, according to Tv Fool. The penetration of
1000Kw versus 48Kw is the reason why there is a large difference in
reception, especially when using an INDOOR antenna. At distances
greater than 15 -30 miles from the transmitters, the VHF signals will

KUTP, Rf 26, which carries KSAZ's programming in S.D. has 1000Kw versus KSAZ's Rf 10 which has 48Kw, according to Tv Fool. The penetration of 1000Kw versus 48Kw is the reason why there is a large difference in reception, especially when using an INDOOR antenna. At distances greater than 15 -30 miles from the transmitters, the VHF signals will almost always have the stronger/better signal. I'm in NE Mesa, 30 miles from South Mountain and 400 feet higher in elevation than downtown Phoenix. All three VHF stations are problematic, while all full-powered UHF stations are good (KAZT and the other class A and LPTV stations do not come in here). I use a Terk amplified antenna with rabbit ears for VHF and a log periodic for UHF on my main set. UHF is fine, VHF is not.

As I found out, rabbit ears are next to useless, and preamps can overload (install an FM trap between the antenna and the preamp if you do use one), and that's why I have the problem. As an experiment, I cut two 14" pieces of coat hanger (#12 solid wire will also work) and connected a 9 foot piece of RG-6 to it. This makes a dipole cut for Channel 10 (195 MHz), and also is a 1 1/2 wavelength antenna at Channel 33 (585 MHz). I nailed the thing to a piece of plywood and mounted it on the ceiling, moving the elements as required for the proper direction (ESE in my case). It worked on all full-powered channels with no preamp.

The moral of the story is: Directivity is still mandatory for OTA television, just like it was in the analog days. Even more mandatory, in fact, since multipath will kill the digital signal completely. Hopefully ATSC 3.0 will fix that issue.

Don't count on any changes to KSAZ-TV or other channel, except possibly KPPX-TV, which just received clearance to apply to move from RF ch 51 to RF ch 31. The reason? The upcoming repack. And before that happens, we may see a few channels go off the air permanently, move to shared facilities with another channel, or move to VHF, and possibly low VHF. The FCC is intending to remove RF channels 30-51 from TV service in order to give those to wireless telecommunications. That means more VHF stations, not fewer. Add that to the coming rollout of the ATSC 3.0 standard, which is incompatible with the current ATSC 1.0 standard, and the next 10 years should certainly be interesting for the OTA TV industry.

Falcon Field. I had really good success with an antenna kit from MCM Electronics. It's compact,
VHF/UHF, includes a mount and 50 feet of cable for just $24.99 plus shipping. We had all full
power stations from South Mtn as well as most translators and LPTV.

It's been 2 months since I installed the last ones and so far, no one has complained from the

Considering that the original proposal was for UHF to end at Channel 29, apparently they don't have enough licensees willing to give them up, or they're not going for the maximums that the FCC set a few months ago. In fact, I thought Ion was going to turn in the licenses for auction, and go cable/satellite only.

Outside of network affiliates in smaller markets, probably 90% of LPTVs could go off the air. Few would notice.

I would think that, if hardware allows, a firmware upgrade would make current TVs made in, say, the last 3 years upgradable and compatible with both standards. ATSC 3.0 is still a few years away from being rolled out nationwide (Just WRAL Raleigh NC right now, IIRC).

That one looks good except for one thing: RG-59 coax?!?!? That stuff is barely OK at VHF (about 1.1 dB at Channel 2, and 2.2 dB at Channel 10, for 50 feet), but too lossy at UHF (4.0 dB Channel 36, for 50 ft). I would think that good, cable-quality RG-6 would be much better, even if it's a bit more expensive. Every dB counts.

Where I live, near 64th & Thomas, we have no HOA but the Mesa city ordinance limits antenna heights to the roofline. We're within the protection zone for Falcon field (2.5 miles NE & SW, and 0.5 miles NW and SE), as well as being about 100 feet higher in elevation than the runway. There are no visible antennas anywhere in my neighborhood. Satellite dishes can be below the roof line anyway, and there are no broadcast TV, ham, or CB antennas anywhere (unless they're indoors or otherwise well-hidden).
 
Looks like the owners of K38IZ don't know what to do with .4. The list above shows The Country Network, now the channel is showing a looped slide for Zuus Country again. Although I don't follow country music as much as I do. I found TCN to be a better station than Zuus.

Looks like TCN is back on 38.4 showing music videos once again.
 
More breaking news - Tuff TV and Luken Communications have parted ways effective yesterday, 7/12. Luken has replaced Tuff TV with The Action Channel. In Phoenix, K38IZ-D now airs The Action Channel on 38.2, and continues to air Gun TV overnights, while in Las Vegas, The Action Channel has replaced Tuff TV on KHMP-LD 18.2. For now. Tuff TV is trying to lure former affiliates to its own distribution. No telling what will happen on 7/15, when Tuff TV relaunches.
 
It appears that Dish Network and Meredith Corporation have consummated
an agreement. KPHO and KTVK will not be dropped from Dish's lineup on
July 16th as had been announced........

No official announcement yet, but both stations' websites have removed the warning message. I'm reading on other boards that the other Meredith stations have done the same.
