I believe so; back then, JBC -- the government-run Jamaican Broadcasting Corporation -- had the only TV and radio stations in Jamaica.

In the case of U.S. shows? I think videotapes flown in from Miami were the only way to get their fix; same with MTV, HBO, ESPN, etc. as far as cable was concerned.
 
Stayed in a hotel in Ocho Rios in 2003...tvJ was the only local channel, along with some US affiliates. Remembered the televised spelling bee in the afternoon on tvJ guessing it was a special event. All the participants were in their school uniforms. ALL school age kids wore uniforms during the school day.
