Minor piece of mostly useless information: What's listed on WANE 15 at 10am as Jim and Tammy Bakker wasn't. The Bakker's had divorced four years earlier. The 1996 show was likely the horrendously bad "Jim J. and Tammy Faye" with Tammy and Jim J. Bullock of "Too Close for Comfort" fame.
 
Regis and Kathie Lee aired at 2:30am in Fort Wayne?!?!? And wasn't cleared at all in South Bend, home of Regis' alma mater Notre Dame?

Today, Live with Kelly airs at 9am on WPTA and WBND.
 
Jim J. and Tammy Faye? I have NEVER heard of that talk show before. Must have been even more short-lived than Danny Bonaduce and Carnie Wilson!
KNDO Yakima got away with airing Live (not) with Regis & Kathie Lee at noon for many years. It was later moved to 9AM, but then delayed to 10AM once KNDO started airing the full three hours of Today in pattern. When KAPP took over the rights in 2003-04, they moved Live to 3:00PM! It is currently in the common 9AM slot now.
Over in Seattle, KSTW had Regis & Kathie Lee until about six months into the first season. That aired at noon I believe. In Sep 1989, KOMO took over the rights, moved it to the 9AM slot, and 27 years later, through several hosts, it has stayed in that timeslot.
 
I lived in southern Michigan, about 80 miles from Ft. Wayne. Interestingly there were no Ft. Wayne stations on my cable system.
There were some stations from as far away as Toledo and Grand Rapids though.

Today, Live with Kelly airs at 9am on WPTA and WBND.

Actually Regis & Kathie Lee aired at 4 pm on WANE. It would have been delayed on this day due to the CBS Schoolbreak Special. According to listings I've seen, they did air it live when it first entered syndication in the late 80s but moved it to 4 pm at least by the early '90s.

Fort Wayne started getting it live when WANE dropped it (probably not long after these listings) and it moved to WPTA for one year I believe. It then moved to channel 33 for several years and moved back to channel 21 a few years ago.
