KMAK 100.1 translator

So I see there was a new CP applied for and approved. Expiration date of 1/14/17. I don't know what the purpose of this latest CP was, the main tech parameters look to be basically the same as in the past apps except for a very slight adjustment of the antenna location coordinates.
So, anyway, I plugged the details into the Longly-Rice coverage prediction tool. What in the heck! What is the point?!
Can someone tell me what would make this project worthwhile? Also why is this limited to only 2 watts when other translators in more congested areas can get 250 watts- or at least substantially more than 2 watts.
David? Any local engineers?

Only 2 watts, really? what is the point? KCIV 99.9 will bleed all over that.
