Kgzf-lp 106.7 fresno

Just noticed this lpfm was on the air today, caught it while driving the 99 between 180 and Herndon. For a 100 watt signal, it has more of an impact on KJUG 106.7 than I would have thought given its location and the ERP of KJUG. Anyone else noticed this new lpfm or have signal report of it from where you are?
 
This really doesn't make sense at all, it's located at Dickenson and Ashlan, much like KJOI-LP 104.3 (At least KJOI is an Adjacent signal to a strong signal not a co-channel signal), all I get is KJUG all over Fresno with no bleeds, so what does this serve, there ADI must only be maybe 3-4 miles radius, in a rural area, maybe Kerman might benefit from it, would have made more sense if it was on 106.5, KJUG 106.7 is 65 miles away With 17K watts at 3000 Ft Seal Level and is Line of Sight to that location.
