When and why did CFLZ stop targeting Americans

I've seen sources saying it happened anytime from 2006 to 2013, and I'm wondering if a local can give me the definitive answer. Not intending to be rude.

Well, I'll do my best.

In 2002, CKEY(which is was CFLZ was called at the time)entered into an LMA with Citadel(now Cumulus), who operated the station as part of its Buffalo cluster of stations; they moved the modern AC "The River" format to CFLZ(now CJED)and switched CKEY to rhythmic top 40 as Wild 101. The LMA was ended soon after when the CRTC threatened to revoke CKEY's license(because someone claimed that the programming was actually originating from a studio in Buffalo).

They're also not CKEY anymore either. Yes, both stations are required to serve Niagara falls Canada, not USA. They were also told that both stations must operate separately with no repeaters.
That's why 2Day FM no longer repeats itself on two frequencies and Juice FM 101.1 (CFLZ) was born.

I'm fully aware of the continuing kinda sorta soap-opera-esque saga regarding those stations. In my defense, the OP wanted a specific question answered.

Correct on that count, too. Back then, of course, there was no "alternative" station in the market per se(unless you counted WBNY or Toronto's CFNY). That dalliance lasted all of two years when it shifted to dance music(yet STILL kept the Planet moniker)-you can thank WEDG's jumping to alternative for that shift.
 
Last year maybe the end of 2016 was the last time I remember hearing a Buffalo (West Seneca) Ad. Also the weather forecasts would give the Fahrenheit conversion but that has stopped too. It is strange how the cities are so close but radio on both sides treat listeners of the opposite side like they don’t exist. I have more Canada presets on my Radio than Buffalo ones. Most of the population is on the other side so they get more channels, but it seems like 70% of Buffalo local radio is not local at all.
