New licenses


  • K03FB 8.x Snowflake (AZ Board of Regents for ASU) has requested a license to cover its flash cut to digital. The station has been broadcasting its digital signal for well over a year. Technical specifications: Ch 3; TL 34° 12' 22" N, 109° 56' 34" W (Porter Mtn.); ERP 0.3 kW directional; HAAT 265 m.
  • K14KK-D 8.x Flagstaff (Arizona Board of Regents for ASU) has been granted a license to cover its construction permit to increase power. Technical specifications: Ch 14; TL 35° 14' 26" N, 111° 35' 48" W (Mt. Elden); ERP 0.63 kW directional; HAAT 606 m.


Programming changes


  • KUAT-TV 6.x (30) Tucson (AZ Board of Regents/U of A) has dropped World programming from channel 6.3 and rebranded its lifestyle programming. Ready TV is now PBS 6 Plus and is available 24/7. The changes are also seen on channel 27.3 of satellite KUAS-TV 27.x (28) Tucson and translator K20GG-D 6.x Duncan, assuming the latter is back on air. Official launch was July 1 but the station was already branding as PBS 6 Plus the night before.
  • KPHE-LD 44.x (16) Phoenix (Lotus TV of Phoenix) briefly replaced Telemax programming on channel 44.2 with a simulcast of LATV, but has since restored Telemax programming.


Transactions


  • KKRP-LD 13.x (46) St. George UT (KSTU License LLC) and K43CC-D 13.x Santa Clara UT (KSTU License LLC) are included in parent station KSTU Salt Lake City's application for transfer of control from Tribune Media Company to Sinclair Broadcast Group, Inc. The sale of stations is pending FCC approval.


Construction permits and STA requests granted


  • KUVE-DT 46.x Green Valley (Univision Tucson LLC) requested and was granted a construction permit to change to its post-repack channel. Technical specifications: Ch 34; TL 32° 24' 54" N, 110° 42' 58" W (Mt. Bigelow); ERP 137 kW directional (1.8° electrical beam tilt); HAAT 1113 m.


Spectrum repack news

T-Mobile has announced its plan to pay the costs of rural PBS translators in the 600 MHz band to relocate into the new TV bands. T-Mobile plan

There are many opinions about the repurposing of the 600 MHz band for wireless use, but hats off to T-Mobile for putting up the money to do this.

Oversight - Under "Channel lineups", Las Vegas KVPX-LP 28.2 should be Shop TV, and KNBX-CD has added subchannels 31.6 and 31.7, both of which are color bars, according to the latest information.

Wasn't "THIS" TV suppose to move back to a major full power Phoenix station???

It seems like broadcasters may be abandoning their Williams translators, I have
been told. Apparently in response to the coming repack and lack of OTA viewers.

I didn't hear about This TV moving back to a full power station but Comet TV has been mentioned in the past. No word on the local launch of Light TV either. I guess we'll know when we actually see it.
 
On KYUM:

Does this mean that XHRCS 15.1 and KYUM 15.x are coexisting right now??

I'm surprised K17LM-D is still hanging on even if it's silent. Is it silent *because* of XHCTME? The 48 dBu contour of that transmitter (colocated with XHILA) does not reach most of Yuma but it does enter SLRC and covers Ciudad Morelos and the other farming towns in northeastern BC. (K17LM-D's contour pokes into both of those places. I'd be curious to see what decodes when both are operating.)
 
The last time I was in Yuma, I recorded both VC 15 stations - XHRCS on 15.1 and KYUM-LD with TVA on 15.1 and Radio Abundante on 15.2. Because they're not on the same RF channel, it's not an issue for my tuner, which tunes exclusively by RF channel. With a normal TV set, it depends on the the model. The Philips that I use at home would show two 15.1's, with KYUM taking priority due to lower RF channel. Others might show XHRCS as channel 15.3. If anyone reads this in Yuma, I would be interested to hear how their set receives the two channels. I'm not sure the Memorandum of Understanding with Mexico addresses conflicting virtual channels when the RF channel is different. KYUM was there first, but XHRCS is a primary service, whereas KYUM is secondary. Unfortunately, their analog channel assignment, channel 2, has the same issue with XHLRT.

K17LM-D has been a notorious phantom since day one, almost approaching HCCN station status. Very odd for 3ABN. However, the station is in the process of being sold to Edge Spectrum, Inc., along with several other 3ABN stations. Lead station in the sale is W44CT-D Albany NY. The sale was approved by the FCC in March, but not yet consummated. I just learned that last Friday, 6/30, the parties filed for a 90-day extension on consummation, which was logged into the FCC CDBS database on Monday, 7/3. Assuming the sale is consummated, I wonder what Edge Spectrum will do with the station. They can't stay on RF channel 17, and only channels 21, 23, 24, 26, 27, 29, and 31 remain in the UHF spectrum. They will have to compete with K39KW-D, unbuilt K40NW-D, KBFY-LP (yes, it still exists even after being silent for more than 10 years!), unbuilt K42LS-D and unbuilt K48NG-D for spectrum. Perhaps their best option is VHF.

There are no running cases of LPTV conflicts to post-2016 Mexican assignments.

The closest I recall is that there's an LPTV in the Brownsville, Texas area (KCWT-CD) that duped the FCC into letting them use their cable channel of 21 because:

-Channel 30 was, according to their filing, being used as XHAB's VC (it was 7, now 8)
-Their RF channel of 23 was in use by KVEO
-They didn't want KVEO's RF of 24
-"So can we have 21, please?"

They should really be on 30 though. There's no problem with the VC 30 assignment at all.

An option for KYUM might be to use channel 16 (former analog) or XHRCS's RF of 30. They might need to file with the FCC to do this and say "we are moving because XHRCS is entitled to channel 15 as a primary service, and its assignment will not change whatsoever". (I imagine Telemax actually requested 6 and was told no because 6 is currently reserved in case the IFT-6 auction gives us another national network.)

I imagine that the people who run KYUM aren't very familiar with why XHRCS moved to 15 in the first place.

That should work, actually. You are correct; KYUM-LP was on channel 16 before being displaced by KSWT's pre-transition digital channel. RF channel 16 is now reserved in Mexicali for the IFT-6 winner, but that station should have a virtual channel of 6.x, so VC 16.x should be available.
 
KSAZ, Fox 10, is finally showing a station I.D. for their "Heroes and Icons" subchannel.
Still have not seen a visible I.D. for their new "LIGHT" network.......
 
I saw both last night, along with an ID on 10.2 (RF 26) stating that it was a rebroadcast of KSAZ-TV.
