Unusual that the Columbus stations were listed and not the much closer Cincinnati stations (unless this paper was actually out of Springfield)
 
Just a guess....even though Cox produces the Springfield News Sun, much of the content was duplicated from the Dayton Daily News and I can imagine the same TV listings ran in all of their regional papers. Columbus was carried on cable in Springfield and other parts of Clark and Eastern Greene Counties.

Yes. Paramount moved WWHO's transmitter from Chillicothe to Williamsport which is SE of Dayton, in order to reach the Dayton and Columbus markets. Dayton didn't have an OTA UPN affiliate (the UPN affiliate was on cable, run out of WHIO-TV) and Paramount wanted to target Dayton-area viewers with WWHO.
 
I don't remember ever seeing that station on cable when I lived there.
