W237BF Methuen...or Lynn?

Noticed on radio-locator an FM translator at 95.3 in Middlebury VT has a CP to move to Methuen (new COL) at 105.3, to relay WCCM 1570 in Methuen which used to be in Beverly.Nickname Galaxia 1570, with a Spanish phrase that means "the sounds of the stars".
Curiously the map seems to indicate the translator location is in Lynn somewhere...maybe the WLYN tower? The station logo linked to the radio-locator page says "Boston" and "1570...105.3" and the coverage map shows it reaches Boston and quite a bit of area north of there.

COL supposedly is Methuen but isn't there a rule saying transmitter etc can be as far as 25 miles away.... (Thus WEEI-FM "Lawrence" with a stick in Peabody) The CP was granted in October

Why wouldn't they just go on the tower where the 102.9 translator is ( WXRV stick iirc ), Granted there is a population in Lynn and Chelsea that could be served but Costa-Eagle seemed content to rule the Merrimack Valley.... I think there may be one more jump... and that WLYN tower is held together with bailing wire and twine, I'm surprised it could support another antenna on it
 
According to the Radio-Locator map, even the fringe of the signal from Lynn doesn't reach the COL of Methuen, so there may be one more COL "jump" to Lynn or another nearby town on the lower North Shore.
 
The WLYN tower in Lynn is also home to the 1230. Formerly, it also supported 101.7, when it was WLYN-FM. The tower has had extensive work done on it in recent years, including new skirts, ground system, fence, and work on the shack itself. It was repainted several weeks ago, and will soon be converted to all LED lighting. It 400 feet, it is a highly efficient half-wavelength, grounded into brackish water. It is in fine condition.

No prob..anyone remember when WLYN 1360 briefly simulcast WUMB 91.9? Some enjoyed it, and some also enjoyed the Irish 96.9 HD2 that 1330/106.1 had for awhile.
 
WLYN rebroadcasted WUMB after our current owners (MRBI) bought it, and before our studios were ready (12/7/02). We shared
a common engineer with WUMB, the incomparable Grady Moates! To top it off, once most of our programming came from
off-site, it was in mono to begin with - only programs from our studio was really in stereo. While it sounded great, a
handful of people actually ever heard it that way. We pulled the plug on AM stereo years ago It never really
caught on as a format, with the public. and required a second telco line - very expensive, at the time.
