I couldn't really find much about 'Start of Something Big' other than it was a short lived series hosted by Steve Allen who sang the popular song of the same name. That WPGH had a pretty good Saturday lineup.
 
Regarding WQEX, I think this was during the period where their old black-and-white transmitter (which they had inherited from the former WENS-TV in the 1950's) finally gave up the ghost for good. They were off the air for a year or perhaps longer before returning in color with a new transmitter and a unique format that featured Britcoms, movies and continuity announcers.

WQEX was, I am pretty sure, the last U.S. television station to broadcast its entire schedule in black-and-white. I remember watching coverage of the 1984 Democratic Convention on WQEX so the transmitter apparently failed sometime after that, but before the publication date of this schedule.

According to the Wikipedia article it was around February 1985 when the Transmitter gave out for good. The station was off the air for 18 Months officially returning to the air n October 16, 1986.
