From what I see here it's a daytime only station but it sounds as though it's on the air rebroadcasting KEDA right now at 12:50 AM. Oh boy!

Daytime stations can test in the midnight to 6 AM period, as long as they do not run commercials. They don't necessarily need to say they are testing, either.
