WMJX HD2 change?

Scanning the dial on my HD portable, the display reads WMJX FM HD2 Boston's Christmas Station but what's running is something called Radio Health Journal talking about digestion, intestines, etc. Informercial? New format?

We'll see if 94.5's HD2 follows along with the 1200 format, and thus would go to talk tomorrow.

According to its website, https://radiohealthjournal.wordpress.com/, it's an "energetic, entertaining, highly-produced, contemporary radio magazine with two major stories weekly" that airs on "over 400 stations covering 90% of the USA." Looks like something more substantial than an infomercial, but the fact that its homepage is hosted by WordPress gave me pause. It's produced by MediaTracks Communications, an Illinois outfit that distributes free (on a barter basis) "public affairs" programming to help stations blow off the public service requirement.

I had the show on for a couple minutes and thought I heard an unrelated PSA during it, so I wondered.Buying time on an HD2?

Would airing the show on an HD2 count toward the public service requirement for the main signal, allowing the WMJX that 99.9 percent of listeners actually listen to to program more music uninterrupted by mandated snoozefests like this?
 
HD-2 I believe is required to have at least some form of Public Affairs programming. At least some of them. Radio Health Journal and Viewpoints are not market exclusive. Many radio stations run these as public affairs shows on Sunday mornings. The company even prepairs documents for placement in the public file for the stations. Little effort needed. A completely automated station could run them.
