FCC getting tough with pirates

I wouldn't take that bet. For whatever reason, Houston just isn't a priority for them.

And the FCC does not independently seek out pirates; someone must file a complaint. With over 100 pirates in the Boston / NYC / Miami areas, there are lots of stations filing complaints.

Pirates in Miami have been known to threaten advertisers that did not buy from them, particularly clubs. That tends to make the local stations quite annoyed.
