Not only the UHF discount, but looking the other way when it comes to JSA's and LMA's. The Commission has been schizophrenic about those. They've made noise about scrutinizing LMA's for attribution to make sure the ownership rules aren't being skirted, yet may look the other way of blatant straw man deals, as are being proposed here?
