When did Romania begin broadcasts in color?
I believe they were all B&W as late as 1980.

TV1 started to broadcast programmes in colour in 1983, but they kept broadcasting many shows in B&W until 1990.
TV2 didn't start colour broadcasts until 1990.
 
Correct me if I’m wrong, but wasn’t TV2 off the air from 1985-89 due the austerity measures put in place?

I think TV2 was off completely and TV1 only ran 2-3 hours of programming per night. I’m not sure what the radio situation was like, but I’d imagine something similar to TV hours.

Exactly. On the radio, regional stations were shut down and programming on the 3 national networks were reduced. Radios 1 and 2 broadcast between 6am and midnight, while Radio 2 was on around 14 or 15 hours a day.
 
In the southern part of Romania, most people can watch at that time Bulgarian Television, in south-western and western regions you can receive Yugoslav TV signal, in Moldavia you receive Soviet TV (on Moldovan frequences), and around border with Hungary the Hungarian Television .

Only in Transylvania in that period the unique broadcaster which can you receive was TVR. Before the Revolution, in some cities located in Alba and Hunedoara counties were started local cable networks (illegal) or satellite dishes on the balconies (especially the nomenklatura workers and Secret Services officers can buy these dishes) .
