Now that the FCC has shut down ("Hit the Wall", shall we say?), let's start a list of new pirate broadcasters...ones that just start up, as well as those that haven't been operating for a while, but are taking the opportunity to come back while the FCC isn't listening.
List their city, frequency, name and format, and when they first were noticed on the air.

Something tells me that most pirates are relatively unsophisticated and not likely to plan operations just because of a (hopefully) brief government shutdown.

Remember that these operators are criminals first and foremost, not business people. They go on the air for a variety of reasons, mostly due to a feeling of entitlement to have their "kind" of music or programming on the radio. They seem insensitive to things like the need for being part of the EAS system, to having type accepted equipment that does not interfere with airports and emergency communications. And they don't have local business licenses and the like.

I suspect that those operators do not do very well on the subject of regulations and laws in general.
