KMPH was around since 1971 and was a conventional independent. KAIL was around from 1961 to 1973. They went dark in 1973 and sold programming to KMPH. Their owners had an AM and FM radio station and kept them on the air. They did not turn the Channel 53 license to the FCC. They were allowed back then to hold onto the license for some reason. Likely because there was little interest in it. The station went back on the air October of 1976 with an hour of public affairs shows run twice a day giving the stations 2 hours a day on the air. This was done to get the station back on. Then the station began selling time. Soon after they added 3 hours to run TBN's Praise The Lord (which they locally would cut back to 2 hours), then The PTL Club for 2 hours plus an hour to repeat the first hour, then a double run of the 700 Club later in 77. The station very gradually expanded the day initially adding a couple low budget entertainment shows to the schedule. They station was about 15 hours a day by 1980 and most of the day by 1982. The station added more sitcoms and cartoons by 1984 and cut back on religion by then.

Is that date right? The Fun Factory debut is listed as June 14, 1976. The Gong Show debuted the same day. It was The Magnificent Marble Machine airing on NBC at 11AM PDT on 4/15/76.

Regarding "Sesame Street", probably not a mistake. It aired on commercial stations in a lot of markets where there was no public station.

You were right Sesame Street did air on a commercial station in Fresno till 1977. Fresno did not get their own full time PBS station till 1977, Surprised that KAIL did not affiliate with PBS in their doldrum years.
