Trump's new budget would slash $435,000,000 from the Corporation for Public Broadcasting. NPR and PBS would be affected greatly. Hopefully this won't go into effect...

The Congress completely ignored Trump's 2017 and 2018 budgets, and I predict they'll do the same with the 2019 budget.

What this will do is help shepherd the funding bills through the minefields.

The Constitution does not authorize, empower or require the President to submit a budget to Congress, although the National Budget and Accounting Act of 1921 gave the power and authority of the Legislative Branch to the Executive Branch to present a federal budget and provide for independent auditing of government. If memory serves, that is correct historically.
