Yes, I count that. The episodes selected for Saturday reruns are almost-always episodes that were not selected for the summer rerun period on the weekday run.
Very few times did an episode rerun on a summer weekday and on a Saturday. One of the few that did was the April 3, 2017 episode, which reran on Monday, July 10 of that year, then again on Saturday, March 17, 2018. Ironically, its original airing was pre-empted by the March Madness Finals on West Coast CBS affiliates, and its third airing also fell during March Madness and was pre-empted in all time zones. The second airing wasn't affected by anything, though.
There are also a couple weeks each season of episodes that do not rerun at all - the annual "Secret Santa Sweepstakes", where contestant winnings are matched for a home viewer. Because the sweepstakes spiels are not added in post-production like other weeks that have sweepstakes, these episodes cannot re-air unless they were to add in new home viewer winners, or just edit out any mention of winning at home and the drawings. The episodes from the 2013-14 season do air on Game Show Network, and they are very poorly edited, with abrupt cuts to commercial before the point where Pat bids the losing contestants goodbye and throws to a drawing.
Should a "Secret Santa" episode get pre-empted, it's a pretty big deal. Sometimes, stations will be kind enough to post the winning SPIN ID's online. In one instance this past season, back on December 18, all California-based NBC O&O's announced they would be airing a special episode of local show "California Live" hyping the Golden Globes (which wasn't for another three weeks) at 7:30 Pacific Time. KNSD San Diego, the only NBC O&O that carries Wheel, opted to pre-empt Wheel at 7:00 by moving Jeopardy! to that time slot, and the Wheel episode, despite being important for home viewers with no chance of re-airing, did not air at all. The station programming manager said that they did this move because Jeopardy! has more viewers in the area. They could have at least aired it overnight or on its Cozi TV sub like they sometimes do.

Actually, that was the third time they broke in regarding the situation.
First, they briefly interrupted Round 1 of a Wheel of Fortune rerun at 7:35, then shortly after the show returned, the station feed became "disjointed" (including the commercials) for several minutes, then went back to normal just before the part where Pat asks the winner to choose his category for the Bonus Round.
Then at 8:01, just after Shark Tank started, WABC broke in again, and the live footage and audio glitched for several seconds, with the feed briefly switching between a live shot of NYC and a few seconds of Shark Tank. Then after some more glitched live footage, Shark Tank returned with glitchy audio at 8:04.

People would probably complain if their program was interrupted by a real EBS emergency.

a similar situlation happened a few weeks ago on NBC, a scheduled Saturday NIght NASCAR race from Daytona was postponed to a Sunday afternoon race, so NBC Threw it to a rerun of Songland, joined in progress shorty after NBC found out the race had been postponed while doing their typical NASCAR rain delay filler interviewers with the drivers, replaying segment meant to air for the pre-race show and reshow parts of a previous years race at the track/the race before that race.

Another one of these happened last night. WTVY Dothan (CBS) aired the first of four airings of a "Hurricanes on the Horizon" special at 6:30. Wheel of Fortune got bumped to its CW sub, which wouldn't be too much of a problem... if they didn't also bump it to 1:30 AM. Apparently, heavily-edited Family Guy reruns at 6:30 are too important to sacrifice for Wheel or the special. They could have also moved Wheel to sister station WRGX (NBC) which would replace one of multiple airings of Family Feud (and the special's second airing tonight is exactly what it's pre-empting), but it seems they love that show more than Wheel, too. Always the bottom of the barrel, I swear...
Wheel and other prime access syndies were pre-empted on West Coast NBC affiliates by the Hall of Fame NFL Preseason game last night. For Wheel, most affected stations aired it in primetime, except for KYMA Yuma which aired it at 4:00 PM and KCWY Casper which didn't air it all and chose to fill the post-game primetime slots with Dateline.
The various games on 8/8 and 9 will be pre-empting 7:00 and/or 7:30 syndies in several markets next week, including Extra and Access on WNBC New York.
WBZ Boston added another one to this list last night. A rerun of the September 21, 2018 episode was pre-empted with the opening ceremonies of the Pan Mass Challenge. Since this was a Friday episode during NFL season, it was pre-empted by Patriots All Access the first time around.
Last night's Wheel was also pre-empted on WVUE New Orleans (FOX) by an investigative news special, bumping it to 10:30 PM after the actual news. Jeopardy! got to stay put, naturally.
i'm sure there was some local programming preemptions today for all El Paso stations that have a news team due to today's El Paso Walmart massacre.
And now in Dayton, Ohio they had to pre-empt possibly national news coverage of the Texas mass shooting because of a local mass shooting in their area.

"Many" stations were unable to broadcast "The Flare" because of a car chase. It seems to air on Fox affiliates in the fictional world.
I know "The Flare" and its companion talk show "What Just Happened??!" are fictional, but why would a car chase (O.J. being the exception) air anywhere except the home market? And it sounds like some people were able to watch "The Flare" but not Fred Savage.

Considering how much stations pay for Wheel/Jep, can't see as I blame them.
They could have made it up with the missed episode of Wheel the next day in place of the episode of Jeopardy that was run by mistake, but then this was during the time of James Holzhauer's run, so that would have left viewers howling as well. They probably thought what they did was the best way to handle it.
There was an incident on a Monday in 2015 where four ABC O&O's accidentally re-aired the previous Friday's episode of Wheel. I remember it happening firsthand since I watch on WABC New York and some people on Wheel's Facebook page were also claiming they were seeing a repeat. WABC was one of them, and I believe the other three were WPVI Philly, WTVD Raleigh/Durham, and WLS Chicago. WABC acknowledged the mistake during the 11:00 news, announced the Bonus Round solution (which was needed to enter a sweepstakes tied to that episode), and also announced that the right episode would air overnight. All ABC O&O's that carry the WOF/J! duo air J! first. I bet if they aired Wheel first, they wouldn't have sacrificed J! to fix their mistake.
