New 90.5 Spanish station San Antonio

This is their legal ID, sorry for the bad quality but it mentions the wrong stations. It states it's KQVI 89.9 in Cedar Lake, TX and KODA in Houston, TX. Those stations are NOT 91.5 FM.

These may be the originating stations for the translator. Translators do not have to ID under the same rules as originating stations. Non-com translators do not have to be in the same market area.

See 74.1283 of the FCC rules. The ID requirement is for the originating station only, and the translator must ID just 3 times a day and it can be by audio or FSK in code.

So what you heard is done according to the rules.
