no doubt the 93.1 was a pirate... nothing shows up on 93.1 in lebanon that is licensed
I asked about the test online and someone confirmed they were testing a translator and an antenna. They may have gotten special permission for the test. The classic hits and oldies they've aired on 5.085 MHz have been pretty popular for a while, so some of the local SW listeners may have asked if they could get on the terrestrial airwaves. Maybe they'll file soon, we'll see. I'd sure be for it.
SRG is right, there is no pending applications or permit for anything on 93.1 in Lebanon or anywhere else in central Tennessee for that matter. You'd think old Ted "Rascal" Randall would know better than to be an FM pirate, especially since he has his own legit license and is a ham.
