Hartford has 47 stations licensed to the MSA, so it looks like the cap is 8, with no more than 4 on either band. Translators do not count. Any station licensed withing the MSA counts. Springfield looks the same 38 stations in the metro... 7 stations max.
However, there is a secondary criteria the FCC shares, which is no more than 40% of market revenue. Because there are so few good commercial signals in both markets, there is a revenue cap in play i believe.
I'd imagine that Mr Fybush has a better knowledge of the facts about the caps in this market, so perhaps when he is back from NAB he can further clarify.
"Ownership restrictions are based on a sliding scale that varies by the size of the market:
In a radio market with 45 or more stations, an entity may own up to eight radio stations, no more than five of which may be in the same service (AM or FM).
In a radio market with between 30 and 44 radio stations, an entity may own up to seven radio stations, no more than four of which may be in the same service.
In a radio market hosting between 15 and 29 radio stations, an entity may own up to six radio stations, no more than four of which may be in the same service.
In a radio market with 14 or fewer radio stations, an entity may own up to five radio stations, no more than three of which may be in the same service, as long as the entity does not own more than 50 percent of all radio stations in that market.

How much of Connecticut comprises the Hartford/New Britain/Middletown radio market? Is Meriden considered a part of it, despite being in New Haven County? I know the Hartford/New Haven TV market is Connecticut minus Fairfield County.
