Arizona TV Station Update - September 2019

New Licenses


  • K20FO Sierra Vista (KVOA License LLC) requested and was granted a license to cover its displacement flash cut to digital. Technical specifications: Ch 28; TL 31° 28' 54" N, 109° 57' 35" W (Juniper Flats); ERP 15 kW directional (1° electrical beam tilt); 657 m.
  • K45LU-D 5.x Window Rock (The Navajo Nation) requested and was granted a license to cover its displacement construction permit. Technical specifications: Ch 33; TL 35° 40' 51" N, 109° 3' 11" W (Tribal Hill Dr. near Roswell Dr.); ERP 2.52 kW directional (1.75° electrical beam tilt); HAAT -42 m. (21 m. AGL).

Programming Changes


  • KVOA 4.x (23) Tucson (KVOA License LLC) has added Dabl on channel 4.4 and Grit on channel 4.5. The changes are also seen on the following translators:

  • KPHO-TV 5.x (17) Phoenix (KPHO Broadcasting Corporation) has added Dabl on channel 5.3. The changes are also seen on the following translators:

  • KOLD-TV 13.x (32) Tucson (Gray Television Licensee LLC) has dropped Grit from channel 13.3. The change is also seen on its digital replacement translator on RF channel 13.
  • KTAZ 39.x (29) Phoenix (NBC Telemundo License LLC) is expected to add NBC Universal's new LX news network on channel 39.4 when the network launches OTA in April 2020.
  • KHRR 40.x (16) Tucson (NBC Telemundo License LLC) is expected to add NBC Universal's new LX news network on channel 40.3 when the network launches OTA in April 2020.
  • KUTP 45.x (26) Phoenix (Fox Television Stations LLC) has added a new subchannel and is expected to add another soon. Decades, which had previously been announced for channel 10.5 has debuted on channel 45.4. Start TV has now been announced for channel 45.5. The Fox 10 simulcast on channel 45.2 has been improved from 480i to 720p.
  • K14RK-D 38.x Phoenix (Spanish Independent Broadcasting Network LLC) has dropped Rev'n from channel 38.7, replacing it with a locally-produced channel called PAWS. Billing itself as an animal lovers network, its only programming so far has been video footage of squirrels. Owner Adrian Quiñones has outdone himself as television in Phoenix has hit a new low.
  • K35OU-D 21.x Tucson (Ventana Television Inc.) has added five subchannels to its signal, bringing the number of subchannels to six. Channel 21.1 already airs HSN; channel 21.2 will be HSN2, 21.3 will be QVC, 21.4 will be QVC2, 21.5 will be QVC3, and 21.6 will be Dabl. The information appears in the station's PSIP, but the new subchannels have not begun airing yet.
  • KVVU-TV 5.x (9) Henderson NV (KVVU Broadcasting Corporation) has added Dabl on channel 5.4. The changes are also seen on the following translator viewable in Arizona:
    • K28EU-D Laughlin NV
  • KBLR 39.x (20) Las Vegas NV (Telemundo Las Vegas License LLC) is expected to add NBC Universal's new LX news network on channel 39.5 when the network launches OTA in April 2020.
  • Escape has rebranded as Court TV Mystery on the following channels:
    • KVOA 4.3 (23) Tucson
    • KFPH-DT 13.4 Flagstaff
    • KFPH-CD 35.4 (12) Phoenix

  • K45LU-D Windown Rock (The Navajo Nation) has changed its call sign to K33QC-D following licensing of its digital facilities.

Transactions


  • KTTU 18.x (19) Tucson (Tucker Operating Company DBA KTTU Television) has been granted permission by the FCC to be transferred to Tegna under the licensee KTTU-TV Inc.
  • KASW 61.x (27) Phoenix (Nexstar Broadcasting Inc.) has been granted permission by the FCC to be assigned to Scripps Broadcasting Holdings LLC. Nexstar is divesting itself of KASW to keep them below the 39% cap following its acquistion of Tribune. The following translator is also being assigned:
    • K34EE-D Cottonwood-Prescott
  • KSTU 13.x (28) Salt Lake City UT (KSTU License LLC) has been granted permission by the FCC to be assigned from Tribute Media Company to Scripps Broadcasting Holdings LLC. The transaction has two parts: first, a transfer of control from Tribune Media Company to Nexstar Media Group Inc., and then an assignment of license from Nexstar Media Group Inc. to Scripps Broadcasting Holdings LLC. Nexstar is acquiring the station in the Tribune deal, but immediately divesting it to Scripps to remain under the 39% cap after the merger. The following translators viewable in Arizona are also being assigned:
    • KKRP-LD (21) St. George UT
    • K43CC-D (25) Santa Clara UT

Construction Permits and Special Temporary Authorizations Granted


  • Motor Racing Network Inc., DBA Racing Electronics, requested and has been granted Special Temporary Authority to operate a low power TV station from the premises of ISM Raceway (formerly PIR) during the NASCAR events taking place November 6-11, 2019. Technical specifications: Ch 25; TL 33° 22' 28" N, 112° 18' 39" W (ISM Raceway); ERP 0.075 kW non-directional; HAAT -57 m. (19 m AGL).
  • KPVM-LD 46.x (25) Pahrump NV (KPVM Television Inc.) requested and has been granted an Special Temporary Authority to move from its current Mt. Potosi location to Arden Peak, serving most of Las Vegas and providing more signal to points in Arizona. Technical specifications: Ch 25; TL 35° 56" 46' N, 115° 2' 37" W (Arden Peak); ERP 15 kW directional (1° electronic beam tilt); HAAT 568 m.

Construction Permits and Special Temporary Authorizations Requested


  • K23HB Flagstaff (Prism Broadcasting Network Inc.) has requested a six-month extension of its silent STA while it prepares to flash cut to digital.
  • KFPH-CD 35.x Phoenix (Unimas Partnership of Phoenix) has requested an extension of its STA to broadcast in ATSC 3.0 on an experimental basis, claiming that due to its use as an ATSC 3.0 lighthouse with much borrowed equipment, it is appropriate to remain an experimental operation instead of applying for a commercial license.

StartTV also made its debut Tues. 10/1 on KUTP channel 45.5 Phoenix.

Other stations airing Escape, now rebranded as Court TV Mystery:

Two corrections:

  • From the original post, KUTP's Fox 10 simulcast is VC 10.2, not 45.2. VC 45.2 is the home of the Movies! network.
  • From the previous post, KVVU and K28EU-D air newly rebranded Court TV Mystery on VC 5.3, not 5.4.
 
If the engineers at KUTP were able to get two 720p and four 16:9 widescreen 480i streams on one RF channel, what’s keeping KNXV from making Laff, Court TV, and 35.4 Court TV Mystery 16:9?
 
Probably the lack of will to invest in new equipment. Today's encoders are more efficient, allowing more HD content.

I would just be happy in KNXV would air their Laff and Antenna TV subchannels in proper aspect ratio.
 
I do not understand why KSAZ isn't airing Decades as originally planned.
KUTP has six programs running while KSAZ has three. KSAZ is seen in
many places KUTP is not, like Williams/Ash Fork/Seligman as well as
the Show Low area.

KSAZ still has a deal to host KASW 61.1 once RF 27 goes ATSC 3.0. That's going to use a lot more bandwidth than Decades.

There's a reason why KUTP has been airing Fox 10 on 10.2, and now that it's 720p, there is little reason to keep the Channel 10 transmitter operating. If there's still room available on UHF, KAET and KPNX should move back there as well.

Unless ATSC 3.0 fixes the multipath problems, VHF will always be worse than UHF for digital television. Fox 10 should have stayed on 31 in 2009.
 
What do the Navajo Nation tv signals carry? They show as a digital translator or lptv, so i guess they could carry original programming

They can always repurpose the KASW encoder once they go 3.0 only on RF 27.

As for Antenna TV, I'm not sure if KNXV will renew it. They've pretty much become the place where bad old TV lives on (they're adding the old syndicated sitcom dud "It's A Living" early next year). I believe their contract is up on January 1.

It's a local service called NNTV5. The Navajo Nation has transmitters at Window Rock, Tohatchi (with Gallup in the service contour) and Shiprock. The Window Rock station is the originator for them. (RabbitEars says they rebroadcast KNME, the New Mexico PBS station on VC 5, but that is absolutely wrong. They might use virtual channel 5, though.)

The Navajo Nation also owns KTNN AM in Window Rock, "Capital Country" KWRK + KCAZ FM in Window Rock and Rough Rock, and KTNN-FM in Tohatchi (which simulcasts the AM).

I can hear KTNN 660 up here in southeast Wyoming every night no problem

What do you think KUTP's rebroadcast of KSAZ is? RF Channel 10, at 48 kW ERP, doesn't have the range to cover the metro without a good outside antenna (not allowed in most HOA-infested neighborhoods and rental properties, I don't care what the OTARD law says). RF Channel 26 (KUTP), with 1 MW ERP, does.

1) This would have been helpful to receive in an e-mail. Their FCC records indicate they translate KNME, and here's TSReader data for the K33QC-D Window Rock signal from 2012 showing it carrying KNME. https://www.rabbitears.info/screencaps/az-naz/189005-0_0.htm

2) Are you sure it's still running? The Facebook page hasn't been updated since June 2018, and the link from the Facebook page to the website is dead.

I have lost 10.1 totally over the past month or two. It was never good. The good news is 10.2 is a very good PQ now and not nearly as fuzzy as it once was.

I don't see why the VHF transmitters can't run at their old analog power levels, 100 kW on 2-6, and 316 kW on 7-13.
