Yes freq put back that don't serve any real populated area to survive except 103.3 Lindsay.

let elavarate the Lindsay 103.3 has the potential to serve the valley, oh remember kings radio kzpo, which was on Blue ridge with 72 watts and on that can be on the KJUG site with more power , the others cant move to a site that would get major listeners, in addition all are adjacent to powerful Fresno Stations.

Coalinga 261B 100.1 can put a tower at old 105.5 site in West Hills with enough power to get into Fresno, and Dos Palos 240A 95.9 can serve both Merced and Los Banos.,94.7 Firebaugh lol no more to say there, Avenal, Ford City, and King City are Class A maybe could be used to simulcast signals from Fresno or Bakersfield stations AM or FM.

I wonder why the FCC did not open the Visalia allocation formerly held by KSLK-FM 96.1? The license was canceled many years ago.

Yes, I was wondering about that one also, why wasn't 96.1 opened up for Visalia? It is being used in Fresno as a translator for KEYQ 980 (200 watts 164 Ft above ground), but that shouldn't effect Visalia.
 
From what I gather from the FCC press release, the frequencies and communities listed appeared on earlier auction lists but for whatever reason were never built. If this is the qualifier to be added to the list, then those stations that went silent would not have been included. The Visalia frequency would not qualify as it was not on the allocation list originally.
 
Going back on the list means the frequencies had been bid on during an auction but either the bidder never followed through or the construction permit expired without the station being built.

The remaining frequencies that will come up for auction are in low population areas. Some might be pretty decent or can be situated in a way that covers the city of license and a decent population area. Some are money pits. I personally know Sanderson, Texas. In the prior auction, two frequencies were offered. Both got bids. Sanderson is 800 people. The entire county is 940 people. It is 60 miles to Fort Stockton, 90 miles to Alpine and 120 miles to Del Rio. Even positioning to try to cover more people is pretty much a lost cause. Who would build out a 100 kilowatt FM with such a tiny population base? Granted you cannot hear one radio station during daylight on the AM or FM dial in Sanderson. Even the newspaper, the only media in the county, might gross about $12,000 to $15,000 a year in advertising revenue. In fact, they publish every other week because publishing weekly would not net them more ad dollars. Then again the winning bid was very minimal, I think $1,000 as the opening bid at the last auction.

Apparently the Visalia 96.1 FM (Channel 241) was deleted from the FCC's FM Table of Allotments long ago. (The Table is the official list of unassigned community/frequency pairs. Unfortunately the current version lags a bit from reality with now-license-assigned pairs still in the Table.)
