Has anyone checked out WZWK-LP in Greenville lately? They are a low power FM that's kind of bounced around formaticaly since they went on the air, but I think they found their sweet spot.
First of all, they have added a translator at 107.7 that covers north of downtown Greenville. The 101.5 doesn't cover much. I'm not sure how to get away with having a translator for a low-powered station. It's possible that they are also on an HD 2 of another FM in the area but I haven't been able to find it.
Here's the 107.7 FCC listing. It's not on Radio Locator.

They are oldies now and really do a great job in terms of the music. Much different then Earth FM, they run a lot of songs you have not heard in quite some time. I really enjoy listening to it. The signals are marginal at best but I don't believe they stream.
They are running some syndicated shows but obviously programming their own music. Not sure how they are paying for that since, as a low-powered station, I have not heard any commercials at all. Most of these syndicated shows have some sort of barter system.
They're also not exactly local which is the whole point of being a low-powered station.
They must have a relationship with one of the local Spanish broadcasters because they mention it on their "about" page.

If you can tune in, I would highly recommend it! Again, for me, it's all about the music and they really do play an interesting and different mix of oldies.
