Shows airing on different stations in the same market

I was looking through some TV Guides from the Bay Area (1973-74) when I noticed something very odd. Merv Griffin aired in the afternoon on San Francisco's KRON--and then San Jose's KGSC aired it at night. San Jose is in the San Francisco market. Why would a syndicator air the same program in the same market? And what other shows do you know aired on different stations in the same market?
 
KVOS Bellingham, while a rimshot station trying to serve British Columbia, often aired the same syndicated shows as other Seattle stations. 12 was not carried on cable south of Marysville, past SyndEx in the early '90s until just before they went to MeTV and now H&I. But they would air Star Trek: TNG (duplicated on KCPQ), Donahue (duplicated on KING), M*A*S*H (duplicated on KSTW), and later on had Montel Williams (also on KIRO) and Richard Karn's Family Feud (duplicated from KTWB).
Commercials were usually for Canadian places and products, with occasional northwestern WA advertising. I have some KVOS Star Trek TNG and a couple western movies on tape from the late '80s/early '90s timeframe. Commercials fit my description.
 
Not here! It seems like my locals have a couple dozen infomercials laying in their archives for emergencies...
