This looks like a catch 22 situation.
The Federal Court has ruled that he must turn the stations over to the court appointed receiver.
The FCC rules require that the FCC first approve the transfer to a new owner/operator.
I have not read that this has occurred.
This seems to be a great example of conflicting federal regulations. Nobody wins.

Stolz avoided being jailed by turning over the stations and the required deeds, leases, and contracts to receiver Larry Patrick on September 10 ahead of the deadline on the 11th.
The court-ordered sale of three FMs owned by Ed Stolz’s Royce International Broadcasting has attracted the attention of the owner of a tower used by his Las Vegas station. Crown Castle said it has not been paid for the tower site used by CHR “104.3 Now” KFRH since May 2015. It is asking a federal court judge to award it $882,668 from the pending $6 million sale of KFRH and sisters “92.7 The Revolution” KREV San Francisco and “Hot Hits 97.7” KRCK-FM Palm Springs, CA.
In a filing in U.S. District Court in Los Angeles on Thursday, Crown Castle said Stolz owes it $738,099 in unpaid fees. It is also seeking $15,766 in late fees plus another $144,569 in various fees and expenses for KFRH’s tower site on Mt. Potosi. Crown Castle had earlier filed a lawsuit seeking to recoup the fees from Stolz and Beasley Broadcast Group, which sold KFRH to him in 2009. As part of that transaction, Stolz assumed the contract that Beasley signed for the tower site in 2004.
The judge has now called Ed Stolz a fugitive from justice, and is fining him $10,000 a day;
