Class A and LPTV stations

Would it be possible for FCC to change the rules for Class A and Low Power TV stations (WAAA-CD/WAAA-LP) to upgrade to Full Power TV stations?
The advantage of this upgrade is to put the channels on the lower end cable slot and able to broadcast farther than their current power of 3kw/15kw (VHF/UHF).

It would probably take an act of Congress, since LPTV was created by Congress in 1980. It does seem a bit obsolete now, but seems to me to do an upgrade would give them an advantage that wasn't originally intended.

Especially since the Repack, there are far fewer available channels that could be used to allow Class A, or LPTV to increase in number or power. Just as with radio, the lower class stations can't interfere with full class/power TV stations.
