Why WPR Cut Back on HD Radio

In October, Wisconsin Public Radio and the state agency that manages stations that carry WPR programming announced they were reducing their use of HD Radio.

They posted an announcement explaining the decision. They noted that their use of HD Radio dated to 2007 and that WPR and the Wisconsin Educational Communications Board had installed 13 HD Radio transmitters carrying existing WPR content that also allowed WPR to broadcast its All Classical network on HD2 multicasts.

The article isn't clear on one point: Does WPR have an over-the-air network of stations dedicated to its classical network, or is WPR Classical strictly an HD subchannel and internet stream? I know Vermont Public Radio maintains an extensive network of VPR Classical stations and translators in addition to its VPR News stations, some of which also carry VPR Classical on HD2.
 
I hope MPB doesn't start cutting back on HD Radio. I rather like being able to drive across Mississippi while listening to Music Radio. It's only on HD2 or streaming. It's not broadcast on analog FM.
 
I think of all the formats classical sounds the best in HD due to the dynamic range and quiet passage. You don’t get all that analog multi path noise and signal hiss. Not sure how they are going to “save” all that money by pissing off the people that give to the station.
 
Makes me wonder if HD is that difficult or expensive to maintain, once installed -- barring equipment breakdowns.
One you own the equipment, the operational costs are minimal. Remember though, there are still humans having to program/schedule the music or programming on the HD-2+ channels. In these days of staff cuts, they may not have the staffing bandwidth to support additional streams.
