Dark Skies (Yes), Quiet Skies (Maybe?)

Wouldn't it be nice if we could drum up support for quiet (low-RFI) areas, so people could hear and see signals from miles away?
If the FCC can't do it, maybe the people can.

I know about the radio astronomy quiet zones that are set up by government mandate, but I'd like to see some local requirements (as well as just regular-old courtesy) to keep the unnecessary noise down. Better maintenance on power lines, RFI filtering on power drops in new construction, inclusion of certain standards for grounding, and maybe some approved types and styles of traffic signals and street lighting.
Inclusion of some basic techniques in solar panel RFI mitigation during installation would be nice, too.
In my neighborhood, a 10-year limit on improperly maintained light fixtures would be an improvement 🙄 (bad bulbs flickering on and off all night).
