I guess somebody leased the HD3 channel? They are playing Christian music in Spanish. Did not find it on any translator. And it is not La nueva 94.1 either.
KFNC wasn't at all legal as a primary station for K231CN.94.1 K231CN does not have an HD channel. The last time that translator had a legal HD Channel was in 2017 KFNC 97.5. FCC Rules don't apply to the "good Pastor" Hector Guevara and Centro Cristiano De Vida Eterna.

I just looked back over notes from the time. KODA was reported to the FCC as the primary for K231CN, however, the translator itself was broadcasting KFNC-HD2 as its legal ID.
The SportsMap programming was not actually being carried on KODA-HD3 at the time.
This is similar to the current situation with K223CW. Their current license specifies KJOZ Conroe as the primary. They have a construction permit that specifies KCOH. Neither KJOZ nor KCOH are carrying the programming on 92.5, which is a simulcast of 97.5. KJOZ is playing tropical music, and right at the moment anyway, there's a rousing discussion about potholes in predominantly black neighborhoods on KCOH.
K223CW has two applications in which do not specify a primary, but have a letter attached stating Gow Media is prepared to allow K223CW and K287BQ to use KFNC-HD2 and HD3 respectively. Of course, both of those translators extend beyond the 60 dBu contour of KFNC, thus KFNC isn't eligible to be the primary for either of them.
Since that was filed, Centro has secured a lease for KKBQ-HD3 for K287BQ. Is the programming on K223CW actually being carried on an eligible parent?

K223CW 92.5 can legally broadcast KFNC HD 2 the station is below 30 watts (no money can be exchanged).
Centro does NOT legally broadcast on any local HD from any full power in Houston. Fcc rules don't apply to Centro,Dan Alpert,Hector Guevara,Ruben Villareal,Roberto Vilareal or Radio Aleluya. All "good pastors" are tax and FCC exempt 🤣🤣🤣.

In an informal objection, Centro included an email from David Gow to Hector Guevara where Gow specifically says he has a "lease agreement" for the 92.5 translator, K223CW. The context is Centro owns another translator on 92.5 that has been interfering with K223CW, and Gow is asking him to turn it off.

You are correct about K287BQ though. That one was transferred to SDK Franco from Centro, so it appears SDK Franco has satisfied the primary station issue for that one with the lease of KKBQ-HD3.
They need to lease KKBQ-HD4 for K223CW. Ultimate responsibility for legal operation of the translator is the responsibility of SDK Franco, not the lessee.

I never once heard a proper translator ID for K231CN during the entire 15 month run of SportsMap 94.1.Whether the Legal ID was correct or not is another matter as I don't recall ever hearing the TOH ID.

They were technically legal. KODA HD3 was the parent station of SportsMap 94.1 throughout their entire existence.LOL I remember when 97.5's engineer used to post on these forums acting like 94.1 was legal even though 94.1 didn't have an HD primary...
And even if they didn't have a proper parent station, it was legal on his end. It is up to the owners of the translator to be legal, and not the tenant. Gow has done everything right.
