HD[AM band] - Discrete 2 channel possible?

I skimmed some HD radio documents about HD (only) in the AM band, Stereo is an option, but no mention of Discrete 2 channel (by this I mean 2 completely separate audio programs, in the past, sometimes called bilingual capability).

If it is possible, then the same HD[AM] station could simultaneously be a conservative talk and a liberal talk radio station (note, this would all be in 1 HD program, not an HD1+HD2 scenario).

WWFD has been off-and-on testing a second audio stream on their MA3 broadcast. There isn't enough digital bandwidth to do good quality stereo music with PAD data, let alone music on both channels, but it is possible to do what you propose.
One would have to make the choice: Two mono voice grade channels, or a single stereo music channel.
