Rewind 103.9 LPFM?

Does anyone know what Rewind 103.9 is? A throwback station with lots of disco / freestyle classics. It should be an LPFM station in the Miami area or nearby but it is not registered anywhere, I don't know the call letters either.
They have a stream and website: www.rewind1039.com but also there no further info. So I wonder if this station transmitting actually on FM or is it internet only with some old rewind 103.9 imaging from elswhere.
 
Strange. Just heard their top of the hour on the hour and heard the call letters wcaf / wcef or wcaf, it should be from Kendall Miami if I got it all right.

According to their address on Facebook, they're in the middle of the water.

Transmitting from a boat maybe? Radio Caroline?

This is really weird.

The on-air brand of "Rewind 103.9" is used by CHNO-FM Canada, which is a "throwback," in a way, only with "Classic Hits." So, yeah, this is more of an (Internet) station brand and they're not, technically "on the air, but branding.

When you Google "WCAF-FM 103.9 Miami" you get Radio Lead 103.9, as well as a few "Rewind 103.9" links. As it was pointed out, their website and Facebook pages are clandestine, with no addresses. Never heard of "Radio Lead." (WCEF returns the same, but less, info.)

There was a 103.9 LPFM in Fort Lauderdale, which was WZZP-LP. But that's long since gone.

As for 103.9 Miami, that frequency (based on the "ocean" location of Rewind 103.9), covers the same area via a translator owned by Radio Actualidad for WURN 1040.

By the way, the entity that had WZZP-LP, also operates WZPP-LP 96.1 and WZOP-LP 92.7 in Fort Lauderdale. (See Link: Database - FL to KY provided by b-turner). Ft. Lauderdale attorney-turned-broadcaster Sam Rogatinsky (but LPFM papework shows "Reuben" and "Benjamin" Rogatinsky on them), the new owner of WHSR, and current owner of WPBR 1340, owns them. As with WPRB and Radio Nouvelle Lumiere -- those LPFMs are Caribbean-centric stations. WZZP 96.1 FM has a website. As you can see WZOP 92.7 is branded with it, under the WZZP banner. A Rogantisky Law Firm ad pops up when you visit. Looking the site over, there's old WAVS, WEXY, and WSRF brokers on air (those stations always share the same/identical clients; probably old WZAB 880/WNMA 1210 brokers, too). Of course, they're volunteers, in this case. That must really cut into Carribean Religious AM pockets. Why pay when you can have a show -- with all the promotional benefits and serve the community/spread the word of God -- for free. Gotta say, if that is, in fact, the station's studios, very nice. Very nice, indeed. Sounds good, too!
