Why is Levitating a recurrent on Billboard/Mediabase charts?

As you might know, the Dua Lipa song has been slowly rising back up, and is currently the fifth most played song across CHR stations. Yet it is classified as a recurrent, and unable to move up chart positions, even though it is re-peaking on the charts.

There are some rules regarding release dates, peak, descent, etc. Apparently this is a case where the rules conflict with reality.

Of course, few if any CHR stations even look at Billboard, so why does it matter?

It looks as if the peak position is highest it's ever been, and because of its recurrent status it can't get that recognition. It's higher than it was in February. I haven't seen it happen before like this.
 
Yet when gold Christmas songs start getting enough spins to chart, they are reported. We had that situation with Mariah Carey last year.

On the country chart, we've had situations where songs have peaked at #1, fallen off, then regained their bullet and stayed on the chart for a few more weeks. That's happened twice in the past year. The bad news is it clogs up the chart and keeps current songs from moving up. The charts are slow enough already.
