I'd be surprised if the Chavez people wanted to exit Phoenix. If it wasn't for "great dial position" in the listing, I would have thought it might be a specific high dial position AM whose power has been cut in half and has been operating in Chapter 11 (along with its ultra-niche sister station) for over a year (however, that station is only leasing the translator).
