Radio ratings question

WHTZ and WKTU both have cumes of nearly 3 million. Are people really listening to radio like that especially young people
Yes. Nearly 90% of all persons 6+ listen to radio weekly.

The PPM is a panel that is nearly as perfectly as possible mirrors the total population.

Cume does not represent the amount of listening. It just means the people listened one 15-minute period or more in a week to that station.
 
The other part of this is that cume for those two stations (as well as WCBS-FM and WNEW-FM) has surged by over a half a million since January. Meanwhile WSKQ, which is #1 18-34, has increased by only about 200K in that same time.

Probably because the audience of WSKQ has demos that index higher in the kinds of jobs that did not allow them the luxury of remaining home during the pandemic. The larger increase in cume for the other stations mentioned is due to more listeners of those stations returning to their workplace radio habits after having them disrupted by being at home.
